As Principal Consultant for AzTech’s support to the DOE, Blaine Schwartz oversees the support staffing, manages the contractual effort and works closely with DOE representatives. He has been a significant key author of the new DOE EVMS Interpretation Handbook (IH) which provides guidance for contractor EVMS certifications and reviews. During the IH development, he was instrumental in authoring the Lines of Inquiry (LOI’s) which represent the foundational elements for the 32 Guidelines found in ANSI/EIA 748 . He has supported EVMS reviews for the DOE for new construction, site facility expansion projects and decommissions. He has supported certification reviews as well as re-certification reviews. He has also supported DOE contractors toward the development of their EVM systems or review preparation.

He is a highly experienced professional with a diverse background in Program Management, EVMS, Scheduling, IBRs, and Training course development. With over 30 years of experience, he has been able to work with many great people in the Defense Industry, FAA, and Department of Energy.
