What is OMB Circular A-11?
Published by the Office of Management and Budget (OMB), Circular A-11 (Preparation, Submission, and Execution of the Budget, most recently updated July 2024) is the federal government’s master instruction manual governing how executive branch agencies plan, justify, fund, and manage capital investments across their entire lifecycle. It’s a broad document — covering everything from budget formulation and submission to execution and performance reporting — but for EVM practitioners, one section rises above the rest.
