The Earned Value Management System (EVMS) Scalability Guide is a collaboration of US Government and Industry through the National Defense Industrial Association – Integrated Program Management Division (NDIA IPMD). This guide supports any agency or organization which does not have a contractual requirement to implement Earned Value, but would still benefit from using Earned Value Management practices by implementing a scaled Earned Value Management System.
