Application Guide Process
The DOD provides instruction to establish the policy and prescribe the procedures that guide the acquisition of major capability acquisition programs in the DODI 5000.85. These DOD instructions provide an overview for Earned Value Management. The application of Earned Value is not specific to any one acquisition pathway. Earned Value Management should be applied per the contract type and thresholds described in the award.
